KCRHA Board Imposes Hiring Freeze and Establishes Finance Committee After Audit Reveals Millions Unaccounted For

The King County Regional Homelessness Authority (KCRHA) board voted late Friday afternoon to implement an immediate hiring freeze and form a new finance committee, following a damning audit that suggests millions of dollars are missing from the agency’s accounts. The decision came amid intensifying public pressure and growing calls from local officials to disband the embattled organization entirely.

According to the audit, which was presented to board members during an emergency session, discrepancies in financial records indicate that a significant portion of allocated funds—potentially exceeding several million dollars—cannot be traced to specific programs or services. The report did not specify whether the missing funds were the result of mismanagement, accounting errors, or potential fraud, but it recommended an immediate forensic investigation.

The newly formed finance committee will be tasked with overseeing all budgetary decisions and ensuring transparency in future expenditures. Meanwhile, the hiring freeze applies to all non-essential positions, with exceptions only for roles directly tied to frontline homeless services. Board chairperson Maria Gonzalez stated that the measures are necessary to “restore public trust and ensure every taxpayer dollar is accounted for.”

Critics, however, argue that these steps are too little, too late. Several city council members have renewed calls to dissolve the KCRHA and redistribute its responsibilities to county and city departments. “This agency has been a black hole for funding since its inception,” said Councilmember David Tanaka. “We cannot keep throwing money at a system that cannot even track where it goes.”

The board is expected to release a full response to the audit within two weeks, along with a plan for recovering the missing funds.
